CEFE, The Center for Ethics in Free Enterprise manages the DiUlus Institute, a non-profit, TUITION FREE, cyber-based institution of higher learning created by Global Academy Online, Inc., and is the first tuition free online experimental totally online university in the world.

The Institute is dedicated to offering cutting edge curriculum, online technology, methodology, and pedagogy. Established in 2003 to serve as a model for emerging virtual colleges and universities, the Institute has become a showcase for content (curriculum development) and process (learner management system) innovation.

Scholars invited to attend the Institute are known as DiUlus Scholars.

Each of CEFE's Schools are dedicated to serving a special constituency and support the overall mission of CEFE to bring education and information to the world.

In doing so, CEFE has sought to develop experts and contributors through the various schools who will use that education to contribute to the mission of either CEFE or its associated organizations such as the Billion Dollar Project, and in so doing, help bring about positive and peaceful change in the world.
