Dr. Fred DiUlus introduced the Center for
Entrepreneurship and Free Enterprise (CEFE) at a doctoral colloquium at the Union Institute in 1996 and formally organized
the cyber-based education provider and research organization in March 1997. Early in the 16 year odyssey of the organization,
CEFE launched Global Academy Online, Inc, a college and organization service provider. It stands today as a premier online
university builder beginning with the first model of a FREE University in 2003; the 1st of its kind and the predecessor to
the free university movement that has captured the imagination of students worldwide. In 2003, Dr. DiUlus authored the first
annual ratings and top ten ranking of colleges offering online degree programs through the eBook
Best/Worst Online Degree Program Providers. The four decade veteran educator and college professor's classroom and published expertise includes online
